When did the Tring HWRC close?

The HWRC closed to members of the public on Sunday 25th October 2009.

Why was the decision made to close the site?

The decision was made by Hertfordshire County Council’s Cabinet on 21st July 2008, following scrutiny and a thorough review of the existing HWRC network across the whole of Hertfordshire. The Tring HWRC was recommended for closure due to the decline in waste volumes, the lack of flexibility to meet future service requirements, and the provision of adequate alternative facilities less than 5 miles away in Berkhamsted. Were local residents consulted on this decision?

Yes. Residents had until 20th June 2008 to put forward their opinions regarding the closure. The decision to close the site was not taken until the period of public consultation was completed.

Why can’t the Tring HWRC be expanded?

In order to expand the site, Hertfordshire County Council would have to request a significant capital investment to support an area that is adequately served by a more modern facility in Berkhamsted. This is money which would otherwise go towards services such as schools, libraries, road maintenance or adult care.

Which HWRC should I use as an alternative?

Hertfordshire residents should use the HWRC in Northbridge Road, Berkhamsted, which has the capacity to manage the proportion of waste delivered by Tring residents. This HWRC is larger than the existing site in Tring, and offers additional recycling services, including ‘tetrapak’ carton and cooking oil recycling points. Future expansion of recycling facilities is likely to include rigid plastics and food packaging. The Berkhamsted HWRC is open to the public every day from 08:30 to 16:30, but is closed on Christmas Day, Boxing Day and New Year’s Day.

Will closing the site lead to people putting recyclables into their residual waste bins for landfill?

No. A comprehensive kerbside collection service is provided by Dacorum Borough Council for all green garden waste, food waste, cardboard, paper, cans, glass and plastic bottles. All other bulky items which will require disposal less frequently, can be taken to the Berkhamsted HWRC for recycling and/or disposal free of charge. Tring residents already have a very good record of recycling, and facilities will still exist for residents to be able to recycle as much of their waste as possible.

Will closing the site encourage fly-tipping?

It is not anticipated that there will be an increase in fly-tipping in and around Tring. Experience of the closure of the Hunton Bridge HWRC in 2004 saw no significant increase / persistent offenders at or near the site or in the adjacent district areas. In fact, fly-tipping in that area decreased by 41% in the three years after the closure.

How much in financial savings will be achieved from the closure?

It is estimated that £188,000 will be saved each year. This is a combination of savings in operational and disposal costs.

I live in the Tring area. Will I be able to use the new HWRC in Aston Clinton?

This site is operated by Buckinghamshire County Council, and is primarily to be used by residents of Buckinghamshire. Hertfordshire residents are expected to use the facility in Berkhamsted. However, working in partnership, Hertfordshire and Buckinghamshire County Councils have agreed that residents from the Tring area, particularly those villages to the north, will be entitled to use the Aston Clinton HWRC. As this facility is operated by another authority, there are different procedures in place. For example, if visiting the site with a trailer, van, or with asbestos, residents will require a permit to gain access. Contact us for further information.
